How to say NO
Make eye contact. It is important that anyone seeing the interaction understands and believes that you are serious. Take a deep breath. Do not smile! Make them take you seriously!
Shout NO! loudly and with conviction. That should surprise the perpetrator enough to stop the current situation and give you time to explain or put distance between you.
Show that you mean NO!
Maintain eye contact so they understand that you are serious and must deal with the situation.
Walk away immediately. Do not stick around to hear this person trying to convince you what he or she wanted to do was something you wanted also.
How to tell your friend you have started your period?
Tell your friend that you want to have something you'd like to share with her. If your friend has already started her period, she will be understanding. If she has not started yet, she will probably be curious.
Be factual and straight forward. There is no need to use euphemisms or childish language to explain what is happening to you. Simply tell her that your period has started. If you want to say anything more, you might add information about how it makes you feel, or that you are trying to find more information out about it etc. (especially if you want to ask her any questions about it).
Be open to explaining how you feel. She may ask you questions about how you feel and whether you are experiencing any pain, discomfort or if you feel different. Just tell her exactly how you feel.

If you just plan to make out, never make out after heavy alcohol consumption as it could lead into something else, therefore causing further complications.
